Carrie Rodriguez, Chief Probation Officer presented an overview to the County Board on the services provided to Platte County in the 2018-2019 budget year. Dave Boschult, Reg Rep, Department of Agriculture presented an annual review of Mark Borchers, Platte County Weed Superintendent to the County Board. They appreciate the county’s support in the county noxious weed program, appreciate everything that he does. On July 8th Mark will be doing a helicopter survey of the Loup River, the Platte River and Lake Babcock. No ten day notices will be sent for those affected by the flood. The seed cleaner bids were opened by the Road-Bridge, Weed and Drainage Committee on June 14, 2019 at 10:00 a.m. and they reported back to the County Board as a whole today. The following res was presented: RESOLUTION NO. 19-18 WHERERAS, the Platte County Treasurer has for a number of years co-mingled funds from various governmental bodies for the purpose of meeting the minimum investment requirements necessary to receive higher interest rates on the investment of such funds pursuant to law; and WHEREAS, the Platte County Treasurer has been distributing the interest received from such investments to such various bodies proportionate to each body’s respective contribution to the principal amount of such investment; and WHEREAS, the Platte County Treasurer desires that this practice be ratified and approved by the County Board of Supervisors. NOW, THEREFORE, BE IT RESOVED, that to the full extent permission under law, the practice of the Platte County Treasurer of co-mingling funds from various governmental bodies for the purposes of meeting the minimum investment requirements necessary to receive higher interest rates and the distribution of such funds in proporation to the respective body’s share of the investment be ratified, approved and authorized. WHEREAS, it appears that the departments immediately following will be overdrawn when the June 25, 2019 claims are allowed in the sum of $495,099.08; Election Commissioner $5,976.39 and WHEREAS, such an additional appropriations needs to be made to meet such emergency expense. Comm Rprts: Supr Micek: I mentioned basically we will be looking into a lawn mower and I will be getting info on that and I will meet with the committee if we come to that. Another thing is we had a little activity at the Co Atty’s Office someone getting irate whatever. Anyhow the buttons wouldn’t work, the phone wouldn’t work. But they got the phone now working, but a button will be put in the other area so they press that and the Sheriff Dept down here will respond, so that’s been taken care of. And then the County Atty’s Office decided the window need to be enlarged which is the best thing to do. So Gary was working on that yesterday I’m not sure if he got it complete or not. Supervisor Lloyd had a meeting with the NRD people on the 17th with the road people went up south of Monroe and water was coming from the sand hills spent a couple hours out there, visited with Jane they are going to give us some info the best the only solutions they can come up with right now is probably stare a drainage comm assoc out in that area, attended a couple Rd-Bridge mtgs with Fred and Ron. I was there yesterday they started on the Tarnov Rd. Jane from the Hwy Dept asked a question: when I left here, Ryan was calling on the Tarnov road yes they yesterday and he contacted the Nebr Centr Railrd about, because they’ve been saying for two years they were going to redo that crossing. So they move tomorrow at 9:00 a.m. so Wed, Thurs, Fri or wait until Mon, Tues, Wed. Is that OK with you guys to let them close that mile, at Eisenmenger will have to you know go around they’ll have to talk to him. Liss: as long as it doesn’t affect our contractor. Jane: the contractor is meeting with them tomorrow to work out any issues he might have. Liss: yes if it doesn’t affect our contractor. Jane: you’re Ok with that. Lloyd: it would be the best time to do it. Pfeifer: we’ll discuss it tomorrow. Jane: OK, but we’re OK with they’ll set up the meeting with an option they can work at, can you. Supr Pfeifer: Ryan called me yesterday thank you, you just took care of my comm rep. I don’t know, it shouldn’t affect anything, we detoured a mile around when we put in that box culvert down there and it should be the same detour. I told Ryan that I don’t see a problem with that because if Central could actually get out there to do that. Liss: that’s a long time coming. Pfeifer: that’s the worst part of the road and it would be when the whole road is done and when that’s done it will be nice. Ryan said the contractor was working out with Central and so I think that is what we are going to establish tomorrow morning. Jane: so you can work out whether which three days you want. I’ll tell Ryan over the phone to make sure they get gravel on those detour roads. Lindsay North they are pouring one half mile north and should be done today. Supervisor Kwapnioski: attended the PC visitor bureau mtg. To let you know, I’ll be bringing recommendations to this whole board. I’ve met numerous times with the Chairman/President as well as the advisory committee, we’ve had this committee working on it. I would like to bring a time line to our next meeting I regards to how we look at moving forward and what that looks like, what our expectations are for then. I’ve been giving them many examples, guidelines and opportunities so I’m now ready to push it to the next level. You know with the change of the chairperson at the chamber, the chamber president that’s put us a little behind in updating her in regards in where we’re at, what has happened, what questions we’ve asked. But we continue to ask those questions and get more information so that we can make a better decision. Pfeifer: are these same changes that could affect the county? Is this the change in leadership? Kwapnioski: and that’s what I’m guessing or looking at what the possibilities are. Supervisor Liss: had a couple of meet and greets at East Central with some new CEO people last week, so we are narrowing down the list. Attended the stakeholders meeting on the East 29th Avenue viaduct, there was as good turnout and every business on East 29th Avenue was presented. Supervisor Engdahl: reported LB 512 passed that probably worth going to before our, I understand this doesn’t take effect until next year but I don’t know that for sure, everybody received copies of letters form Gregg Melliger who felt like his letters weren’t being received. The Rd-Bridge had disc Pfeifer: I think when we were out there a few years ago Mark was with us and Kevin indicated that every year someone from the Hwy Depart would be there to inspect the culverts to make sure they worked. Kwapnioski: talked to Jane yesterday about this, the only thing I said was it would be helpful if the drainage folks if they would sent a letter out to him explaining what his, options are and what was decided cause I asked if there was any communication with the individual and from my understanding there hasn’t been. And so if we could work with the Co Atty to send a letter or let him know what the options are, what he can or cannot go or what we can or cannot do. Micek: talked to Mr. Melliger he wasn’t talking about this other drainage he was talking about the water coming in from the hwy into his field. Liss: that is what’s troublesome about this whole deal, it just keeps going on and on and on. I know the concrete slabs were installed at the end of the four lane into those culverts, they extend past the property line into his field and he was troubled with that so we went ahead and cut those off and removed them and took them out of there. Now he’s talking about drainage accumul in some, on the low spots. But I’m here to tell you if we went back to the ASCS Off we probably seen that some those areas are farmable wetlands that those areas held water before, now if he is making a claim on whether or not this is, he’s getting more water, I think that’s for him to prove not the county. I’m just saying that there are two or three areas that were low spots prev to us in even doing anything to 8th St Engdahl: wouldn’t there be some maps and stuff to show that? Liss: absolutely, that would be my suggestion if we ever get to that point. I know that ASCS off wld prbbly.
